Health Plans Have More Data Than Ever. Why Isn’t Member Engagement Improving Faster?

With a wealth of claims, clinical, pharmacy, behavioral, intent, contact center, and social determinants of health data at their disposal, health plans are sitting on significant untapped potential to create more personalized, effective, and data-driven engagement strategies 

As health plans continue to invest in analytics platforms, artificial intelligence, and data infrastructure, the pressure to prove ROI and drive engagement outcomes increases. While this growth in technology and data accessibility has opened a world of opportunities for plans, the true challenge lies in leveraging that data to improve cost efficiency, strengthen member engagement, and drive better health outcomes.

The Golden Era of Healthcare Data

The current healthcare data landscape is unprecedented. Advancements in AI and machine learning, increased consumer willingness to share personal health data, and a broader industry commitment to delivering more personalized and effective care have created opportunities that would have been difficult to imagine even a decade ago. Together, these forces have ushered in what can be described as a “golden era” of data accessibility in healthcare. With this level of access comes a powerful opportunity, one that has the potential to reshape how healthcare is delivered and experienced. 

According to the National Association of Insurance Commissioners, 84% of health insurers are already leveraging AI and/or machine learning in some capacity. This utilization is an important step towards adaptability in a world of growing data; however, it does not consistently result in optimized outcomes. During an AHIP-sponsored webinar on enterprise clinical data integration, a live poll revealed that participants identified lack of hard ROI and limited technical resources as the two greatest barriers to pursuing a successful enterprise clinical strategy. These findings reflect a common market challenge, not a lack of opportunity, but difficulty operationalizing data in ways that produce clear financial and clinical outcomes. 


The takeaway: Data access alone does not create value. 

A health plan can have sophisticated data platforms, predictive models, and AI capabilities while still sending generic communications, running disconnected campaigns, and measuring success by opens and clicks. The value of data is realized only when it changes what the organization does—and what the member does next. 

Data as a Foundation for Member Engagement

Member engagement has benefited significantly from the growth in healthcare data, and this increased access creates a strong opportunity to turn member insights into behavior change. When engagement strategies are effectively optimized, members are more likely to interact with their health plans, access preventative services, and make informed decisions about their care, ultimately leading to healthier lifestyles and reduced long-term costs. However, without meaningful engagement, even the most well-designed programs and interventions risk going underutilized.

What Does Data-Driven Member Engagement Look Like? 

In our work with clients, data serves as the foundation for driving members to action through timely, relevant, and hyper-personalized communications. To activate your data to drive member engagement, health plans must build the following core capabilities: 

1. Connect the Signals that Matter

Health plans must bring together the data required to understand the member’s needs, history, preferences, risks, and prior interactions. 

The objective does not have to be a perfect, enterprise-wide view of every member before progress can begin. Plans can start by identifying the minimum set of data needed to improve one high-value journey or business outcome. 

2. Targeting & Segmentation

Through advanced segmentation techniques, we help our clients to activate hyper-personalization by identifying and targeting distinct member populations based on a combination of clinical, behavioral, and social determinants of health. By grouping individuals with similar characteristics and needs, we can tailor outreach strategies that resonate more effectively and drive measurable results. 

3. Prioritize the Next Best Action

Members may be eligible for multiple programs and interventions at the same time. Sending every available message can overwhelm the member and dilute the impact of the most important outreach. 

Data should help the organization determine which action matters most now, based on clinical urgency, member value, business impact, likelihood to act, and the risk of inaction. 

4. Personalize Around Barriers, Not Just Attributes

True personalization goes beyond inserting a member’s name or referencing a diagnosis. 

Effective engagement reflects the specific reason a member may not act. That barrier could be logistical, emotional, financial, informational, cultural, or related to trust. Behavioral science can help health plans design communications that reduce friction, strengthen motivation, and make the desired action easier to complete. 

5. Orchestrate the Experience Across Channels

Members experience one health plan—not a collection of departments, vendors, and technology platforms. 

Engagement should be coordinated across channels and journeys so that each interaction reflects what has already happened, what the member needs next, and which channel is most appropriate. That requires alignment between the communications members see and the underlying data, technology, workflows, governance, and decision rules that make those experiences possible. 

6. Test, Learn, and Measure Business Impact

A data-driven engagement strategy should continuously improve. 

Health plans can A/B test messages, behavioral science approaches, channel combinations, cadence, sequencing, and calls to action across comparable populations. The strongest-performing approaches can then be scaled while underperforming tactics are refined or retired. 

Most importantly, measurement should extend beyond engagement metrics to determine whether the strategy changed behavior and improved clinical, experiential, operational, or financial outcomes. 

The Future State of Data-Driven Engagement

Artificial intelligence in healthcare is set to grow at an impressive pace. In fact, Fortune Business Insights predicts the market to grow from $56 billion in 2026 to over $1 trillion by 2034. This expansion will dramatically expand what health plans can predict, personalize, automate, and optimize, with success increasingly dependent on their ability to operationalize these capabilities and translate them into meaningful impact for both their organizations and their members. Without strong data foundations, governance, behavioral insight, workflow integration, and closed-loop measurement, AI may increase activity without increasing impact. 

From Data-Rich to Outcomes-Driven

Data accessibility has opened a world of possibility for member engagement. It has also raised expectations. Health plans now have greater visibility into their populations, more sophisticated analytical capabilities, and more ways to reach members than ever before. The opportunity is significant—but so is the cost of failing to act.  

Health plans that can connect insight to execution will be better positioned to strengthen member relationships, improve health outcomes, reduce unnecessary costs, and generate greater value from their investments in data and AI.
